Foreign direct investment (FDI) into the Chinese mainland, in actual use, expanded 14.5 percent year on year to 127.69 billion yuan in January, with the high-tech manufacturing sector showing particular attractiveness, official data showed on Monday.

In U.S. dollar terms, the FDI inflow went up 10 percent year on year to $19.02 billion, according to data from the Commerce Ministry.

Use of foreign capital in manufacturing in general rose by 40.4 percent year-on-year, while FDI in high-tech industries increased by 62.8 percent, in which investment in high-tech manufacturing staged a staggering surge of 74.5 percent.

By region, eastern china recorded a 13.4 percent increase in the actual use of FDI, with 25.9 percent for central china and 21.6 percent for western china.

china attracted 6.3 percent more FDI in 2022 than the year before and has pledged to further boost foreign trade and investment this year.

Chinese observers said the figure indicated the increased appeal of the world's second-largest economy amid stronger prospects for growth after the optimization of COVID-19 management. The attraction of china, backed up with a mass consumption market, will draw more foreign-funded companies this year.

International organizations and investment banks have raised their projections for china's economic growth in 2023 following an impressive recovery of consumption in January and February.

The Chinese economy is projected to grow 5.2 percent year-on-year in 2023, according to the IMF in its latest World Economic Outlook. Some economists expect GDP growth of up to 6 percent, buoyed by the country's optimized pandemic response and effective pro-growth policies, injecting confidence and impetus into growth.

商务部2月20日发布的数据显示，1月份，全国实际使用外资金额达1276.9亿元，同比增长14.5%；折合190.2亿美元，同比增长10%。

专家分析称，中国依然是外商投资兴业的热土，今年政策层面将更大力度促进外资稳存量、扩增量，中国对外开放的广度、深度和力度都将更进一步，中国市场对外资的“磁吸力”将持续增强。

分行业看，制造业实际使用外资同比增长40.4%。高技术产业实际使用外资同比增长62.8%，其中高技术制造业实际使用外资同比增长74.5%，高技术服务业实际使用外资同比增长59.6%。

分地区看，东部、中部、西部地区实际使用外资分别同比增长13.4%、25.9%和21.6%。

开年首月实际使用外资金额超千亿元，实现稳步增长，充分说明我国经济韧性强、活力足、潜力大，对外资吸引力不断提升。

“近期，多家国际组织纷纷上调了对今年中国经济增长速度的预期，经济增长就意味着投资机遇。相关机构调查显示，绝大部分外资企业对今年中国经济发展前景很有信心。”商务部外国投资管理司负责人孟华婷在2月初的新闻发布会上表示。

国际货币基金组织（IMF）在本周一发布报告中称，多重有利因素有助于帮助地区经济前景的改善，预计今年亚太地区经济增速将从2022年的3.8%升至4.7%。由此亚太被视为全球最具活力的区域，并成为世界放缓大背景下的一大亮点。IMF最新一期的《世界经济展望报告》中，大幅上调今年中国经济增长预期至5.2%。摩根士丹利、高盛、瑞信、瑞银等知名投行也纷纷上调中国经济增长预期。

吸引外资的政策叠加效应显现也是重要原因。“去年以来，商务部会同有关方面发布了新版《鼓励外商投资产业目录》，出台了促进制造业引资、鼓励外资研发中心设立等一系列专项政策。”孟华婷说。

下一步，相关部门和各地区将持续扩大市场准入，全面优化营商环境，有针对性做好外资企业服务保障工作，加大企业反映困难问题的协调解决力度，努力把优质存量外资留下来，把更多高质量外资吸引过来。商务部相关负责人表示，欢迎各国投资者继续扩大对华投资、持续加大研发投入、加快拓展业务领域，共同参与构建新发展格局，共同维护全球产业链供应链稳定与韧性，并获得自身更大发展。

Twenty-three of the 103 major Chinese cities monitored by the Beike Research Institute have trimmed the lower limit of mortgage rates for first-home buyers so far this month, according to a report released by the research institute on Tuesday, while the average mortgage rate fell by 6 bps to 4.04 percent in February from January, a new low since 2019. Nanning in Guangxi province and Zhuhai in Guangdong province had the largest cut of 40 bps to 3.7 percent.

Hong Kong outlined a plan to let retail investors trade digital tokens like Bitcoin and Ether, taking a major step toward its goal of becoming a crypto hub in Asia. Individual investors would be allowed to trade larger coins on exchanges licensed by the Securities and Futures Commission, providing safeguards are put in place, the regulator said in a consultation paper on Monday. The consultation period will end on March 31, and the objective is to allow retail trading in the new licensing regime for crypto exchanges due on June 1. Bitcoin and Ether, the two biggest digital assets by market value, are likely to be listed by Hong Kong platforms, an SFC spokesperson said in a briefing.

Southern metropolis Guangzhou is extending a hand to its local tech industry, allocating a combined 200 billion yuan ($29.2 billion) to two new funds to invest across a broad swathe of sectors and from nascent to large-scale projects. The vehicles are structured as fund-of-funds (FOFs), a type of entity that invests in multiple funds with different strategies. The Guangdong province-registered FOFs, set up by state-owned Guangzhou Industrial Investment and Capital Operation Holding Group Ltd., have different focuses and models, the group said on Sunday.

A pilot policy of issuing travel endorsements for talent in mainland cities across the GBA to the Hong Kong and Macao SARs was implemented on Monday, with six research staff from Guangzhou becoming the first batch to receive such visas yesterday. Six categories of talent are eligible for the application, including those who either make an outstanding contribution to the area's development or are subject to shortage in scientific research, education, health and legal sectors and other qualified talents in the area. china has initiated a pilot program to boost private investment in the real estate sector to fund developers, top securities regulator said Monday. Private funds with at least 5 billion yuan of investment principal under management or that have managed no less than 10 billion yuan of investment principal since their establishment can take part in the pilot scheme and invest in the commercial properties, residential housing, and infrastructure projects within the scope, the CSRC said. The funds must raise at least 30 million yuan in the first paid-in capital financing round, mostly from institutional investors, each of which should contribute no less than 10 million yuan, per the pilot plan. Individual investors should contribute no more than 20 percent of the total paid-in capital.
